Thomas Otter

Is an ECI funding partner and managing director. He holds a PhD in Economics from Gottingen University (Germany) offers over 30 years of professional experience, 20 years of which have been in Development Cooperation. Thomas offers working experience from the private sector, international cooperation and the NGO/CSO sector. His main areas of expertise are rural development and food security, social protection trade integration and results and impact evaluation of public policies and development cooperation.

Monica Cortez

Is an ECI funding partner and co-director. She holds an MsC in Knowledge Management from the University of Barcelona (Spain) offers 25 years of professional experience, 15 years of which have been in Development Cooperation. Her main areas of expertise are quantitative and participatory methods in evaluation of development cooperation.

Katherine Cortez

Katherine is a partner at ECI and is in charge of the company’s administration. She offers 25 years of professional experience and has been working with ECI since 2005. She holds an undergrad in systems engineering and a post-grad in e-learning. Katherine is a high-school and university lecturer for systems engineering. Her consultancy work focuses on e-learning and corporative training and capacity building.

Carlos Villalobos

Carlos holds a PhD in Economics from Gottingen University (Germany) and has complemented the ECI team for over 10 years by linking our work in Development Cooperation with up to date academic support and background. He holds several lecturer positions at Talca University (Chile). His research work focuses on Income Inequality, Gender Inequality, Labour Migration, Returns to Education, Structural Change, Distribution Dynamics, Decomposition of Distributional Changes, and Human Development. This background strongly supports ECI’s econometric and research work.

Dirk Lange

Dirk holds a Master’s degree in Applied Development Studies from the University of Reading (UK) and an undergrad in Geography from the University of Marburg (Germany). He offers more than 17 years of working experience in rural development, sustainable agriculture (Climate Smart Agriculture (CSA), Conservation Agriculture, Agro-ecology), food security, extension services, project management and evaluation. His work is mainly focused on capacity building, CA training programme design and capacity needs assessment.

Matthias Knoch

Mr. Knoch studied Business Administration, Computer Science, Philosophy and Spanish in Germany, Switzerland and Cuba. Before concentrating on micro-and SME-finance, he worked several years in the commercial and investment banking sector. He has held senior-level functions in development-finance and cooperative sector projects for over 15 years in Eastern Europe, Africa, Asia, Latin America and the Caribbean.

Lucio Severo

Lucio holds an MSc in Development Cooperation and an undergrad in International and Diplomatic Sciences. He offers over 10 years of working experience with several of the organizations under the United Nations System in area of planning, M&E, research, conflict and gender. Currently based in Colombia, he works in the area of rural development and post armed conflict victim’s recovery.

Elsie Butterworth Kennedy

Elsie offers working experience from the private sector, international cooperation and the NGO/CSO sector. She holds an MSc in Economics and Management of Rural Development from the University of Manchester (UK). Elsie has extensive experience in project design, coordination and implementation and M&E, while offering strong relationship skills at all levels of stakeholders, taking into account beneficiaries’ rights and guarantors.
